Lynn Overmann

Senior Data Strategist

Lynn Overmann serves as the Senior Data Strategist at Opportunity Insights, a research and public policy lab based at Harvard University dedicated to using big data to improve upward mobility in America. Lynn is tasked with building data partnerships with federal, state and local governments, non-profit organizations, and the private sector to expand our understanding of the factors that accelerate, or impede, economic mobility. 

Before joining Opportunity Insights, Lynn served as Vice President of Criminal Justice at Arnold Ventures, where she built a major grant portfolio focused on expanding alternatives to arrest and reducing mass incarceration. Prior to joining Arnold Ventures, Lynn served in several senior policy roles in the Obama Administration, leading major data technology initiatives as a Senior Policy Advisor to the U.S. Chief Technology Officer in the White House Office of Science and Technology Policy, as Deputy Chief Data Officer in the U.S. Department of Commerce, and helping stand up the Access to Justice Initiative at the U.S. Department of Justice. Lynn also served in a senior role advising New Orleans Mayor Mitch Landrieu on criminal justice reform as a part of the federal Strong Cities, Strong Communities initiative. Before joining the Obama Administration, Lynn was a public defender and civil rights attorney in Miami, Florida. Lynn graduated from the NYU School of Law and received her Bachelor of Arts from Bryn Mawr College
